Artificial Intelligence is transforming the global economy, reshaping industries, and redefining how organisations operate. In the Gulf Cooperation Council (GCC), this transformation is accelerating at an extraordinary pace. The United Arab Emirates, the Kingdom of Saudi Arabia, and Qatar are leading the region’s shift toward a digital-first, knowledge-based economy. Supported by ambitious national agendas such as UAE Centennial 2071, Saudi Vision 2030, and Qatar’s National AI Strategy, governments are investing to become global leaders in the responsible development and use of AI.
As AI becomes embedded into everything from government services and financial systems to healthcare and corporate operations, a new question arises for organisations across the GCC: how can advanced AI systems be deployed while ensuring compliance with rapidly developing regional regulatory expectations? AI systems are fuelled by vast volumes of data. The governance of that data, and the AI models that process it, has become a central legal and operational requirement. For Corporate Service Providers (CSPs), multinationals, and startups, this means navigating a complex ecosystem of privacy laws, ethical frameworks, security standards, and sector-specific regulations.
Part I: Data Privacy as the Foundation of AI Governance in the GCC
AI depends heavily on data. Models are trained on large volumes of information, including personal, behavioural, financial, or biometric data. Because of this dependency, any responsible AI strategy must start with a strong foundation of data governance. Over the last four years, GCC governments have adopted data protection laws that mirror many of the principles found in the General Data Protection Regulation (GDPR). These laws mark a significant shift for the region, moving toward more comprehensive and unified frameworks.
The UAE’s Federal PDPL
The UAE introduced its first federal-level data protection law, the Personal Data Protection Law (PDPL), under Federal Decree-Law No. 45 of 2021. While the framework is firmly established, businesses must look to the Executive Regulations and supplemental guidance issued by the UAE Data Office for granular details on compliance timelines, breach notification thresholds, and the specific requirements for appointing Data Protection Officers (DPOs).
The PDPL establishes responsibilities for organisations regarding how personal data is collected, processed, stored, used, and transferred. It grants individuals rights to access their information, request corrections, restrict certain types of processing, and request deletion. This is particularly important for AI systems that may have stored personal data inside training datasets.
The PDPL also has an extra-territorial reach. If a company outside the UAE processes data belonging to individuals residing or working in the UAE, the foreign company may be required to comply with the PDPL where it processes personal data of individuals in the UAE, regardless of whether it has a UAE presence. For global enterprises using cloud-based AI systems that analyse UAE data, this requirement can be legally binding and operationally significant.
Another important element of the PDPL is the strict regulation of cross-border data transfers. Data can be moved outside the UAE only if the destination country offers adequate protection or if the organisation implements approved contractual safeguards. For businesses operating regional AI platforms or using international AI vendors, transfer restrictions must be fully understood and carefully managed.
Saudi Arabia’s PDPL: A Comparatively Stringent Framework
Saudi Arabia’s Personal Data Protection Law (PDPL), established under Royal Decree No. M/19 of 2021, as amended by Royal Decree No. M/148 of 2023 and enforced by the Saudi Data and Artificial Intelligence Authority (SDAIA), imposes comparatively stricter compliance obligations than many regional frameworks, particularly in relation to registration, international transfers, and enforcement. It became enforceable in September 2024, following a phased implementation period, with certain operational requirements continuing to be rolled out.
The Saudi PDPL includes strict requirements for explicit consent, transparent privacy notices, and detailed internal documentation of how data is processed. Controllers that meet specific criteria must register with SDAIA, which is a relatively unique obligation within the GCC.
Saudi Arabia places strict conditions on cross-border data transfers. Transfers are permitted subject to specific conditions, including appropriate safeguards, risk assessments, and statutory exceptions as set out under the PDPL and its implementing regulations. Organisations must conduct a risk-based assessment before transferring data outside the Kingdom. For companies relying on foreign cloud services or international AI models, this can significantly impact technical architecture.
The law contains a robust enforcement regime. Administrative violations may attract fines of up to SAR 5 million, while enforcement powers may include escalation for repeated or aggravated breaches under applicable regulatory discretion. Criminal liability is narrowly applied. Under the 2023 amendments, criminal sanctions are generally limited to intentional unlawful disclosure or publication of sensitive personal data, with scope and application defined under the law, while broader enforcement remains primarily administrative and supervisory in nature
DIFC and ADGM: Financial Free Zones with Advanced Standards
The Dubai International Financial Centre (DIFC) and the Abu Dhabi Global Market (ADGM) operate under their own data protection laws, separate from the UAE federal system. Both are based on common-law structures and are aligned closely with GDPR principles.
DIFC’s Data Protection Law No. 5 of 2020 is particularly notable for its 2023 amendment, known as Regulation 10. This amendment is among the first binding frameworks in the region to explicitly address automated decision-making and the use of algorithms in decision processes within a data protection context. It requires organisations to inform individuals when AI is used in ways that significantly affect them and to maintain detailed records of automated processing.
ADGM’s Data Protection Regulations 2021 offer a similarly robust structure, emphasising security measures, lawful processing bases, and strict requirements for data transfers.
Taken together, these frameworks show that data protection has become a central compliance obligation across the GCC. Any AI strategy deployed in the region must align with these laws from the ground up.
Part II: The Evolving Framework of AI Governance in the GCC
While data protection laws regulate personal data, AI governance frameworks regulate AI systems themselves. These frameworks answer questions such as: how should AI decisions be explained, who is accountable when something goes wrong, and how should risks be assessed? Most GCC governments have opted for a principle-based approach, using guidelines and ethical rules rather than immediate, binding laws. This method encourages innovation while setting expectations for responsible use.
The UAE’s National Approach to AI Governance
The UAE has taken a leadership position by developing a broad framework of ethics and governance principles for AI. Its AI Ethics Principles and Guidelines, published in 2022, emphasise fairness, transparency, accountability, safety, and human oversight. These principles influence how businesses and government departments design and deploy AI solutions.
In addition, the UAE has created regulatory sandboxes, controlled environments where companies can test AI-driven products under the supervision of regulators. These sandboxes accelerate innovation while ensuring that risks are understood early and that systems are compliant before commercial launch.
The most binding AI-related rule in the UAE comes from the DIFC through its Regulation 10, which imposes strict obligations on organisations using AI for automated decision-making. It requires transparency, human oversight, and detailed technical documentation, placing the DIFC among the most advanced AI regulatory jurisdictions in the region.
Saudi Arabia’s Expanding AI Governance Structure
Saudi Arabia, through SDAIA, has issued national AI Ethics Principles, Generative AI Guidelines, and a comprehensive AI Adoption Framework. The Ethics Principles highlight justice, security, transparency, reliability, and alignment with human values. Meanwhile, the Generative AI Guidelines released in 2024 provide direction on how public and private entities should responsibly train and use generative models, with an emphasis on data confidentiality and compliance with Saudi PDPL.
As Saudi Arabia advances its AI ecosystem under Vision 2030, these frameworks are expected to be progressively supplemented by sector-specific regulatory instruments and more formalized governance requirements.
Qatar’s Sector-Specific AI Regulation
Qatar has chosen a more targeted approach. Its National AI Strategy launched in 2019 laid the foundation for ethical and responsible AI deployment. Qatar has introduced sector-focused governance expectations for financial institutions, and the Qatar Central Bank has issued guidance relevant to the use of emerging technologies, including AI, in the financial sector, requiring institutions to maintain appropriate governance and risk controls before deploying high-risk systems. This represents one of the region’s strongest sector-specific AI regulatory interventions and may indicate how other industries, such as healthcare and logistics, could be regulated in the future.
Part III: A Strategic Compliance Roadmap for Businesses Deploying AI in the GCC
To deploy AI responsibly in the GCC, organisations must integrate data governance, AI ethics, and cybersecurity from the start. Compliance cannot be an afterthought; it must be built into the design of the system. A strategic AI compliance roadmap is essential for CSPs and businesses operating in this space.
Data Governance as the First Priority
Any AI initiative should begin with a comprehensive assessment of the data that will be used. Organisations must determine whether the data is collected lawfully, whether consent is required, and whether individuals were informed about how their data might be used. AI projects often rely on vast and varied datasets, making it crucial to clarify the lawful basis for every type of data processing.
Data minimisation practices should be adopted to limit the amount of personal information processed. Techniques such as anonymisation or pseudonymisation reduce risks while maintaining the usefulness of data for model training.
Cross-border transfers must be carefully evaluated. Many AI systems use cloud platforms hosted outside the GCC, so businesses must ensure they comply with the transfer requirements of the UAE PDPL, the KSA PDPL, and the Free Zone laws. This may involve contractual safeguards or risk assessments to ensure data remains protected wherever it is processed.
Finally, organisations must be ready to uphold data subject rights. If an individual requests deletion or restriction of their data, the organisation must have a technical mechanism to identify and remove that data, even if it sits inside an AI training model, unless the law provides an exemption.
Implementing Ethical AI Practices
Beyond legal compliance, ethical governance is increasingly expected in the region. Organisations need to ensure their AI systems are transparent, especially when decisions affect individuals or businesses. Models used in sensitive areas such as finance or hiring should be explainable, enabling individuals to understand why a particular decision was made.
Regular testing is required to ensure AI models do not produce biased outcomes. Bias can arise from the training data or the model design itself, and it can lead to discriminatory or culturally inappropriate results, something that GCC regulators and society take very seriously.
Human oversight must be preserved for all high-impact decisions. Organisations should establish an internal AI Governance Committee responsible for monitoring system performance, addressing ethical concerns, and ensuring compliance with regional regulations. Clear accountability must be assigned to individuals or departments that oversee AI systems.
Strengthening Cybersecurity for AI Systems
AI introduces new cybersecurity risks that traditional IT systems do not face. Attackers can attempt to manipulate training data, probe models to extract sensitive information, or exploit vulnerabilities in generative AI prompts.
Companies must secure their AI pipelines from data collection through training and deployment. They must integrate AI systems into their existing breach detection and response processes, especially as some laws, such as Saudi Arabia’s PDPL, require regulators to be notified of certain breaches without undue delay, in accordance with applicable regulatory requirements.
Vendor management also becomes crucial. Companies that rely on third-party AI solutions remain legally responsible for how those tools handle data. Contracts should include strong compliance clauses, clear breach responsibilities, and audit rights to ensure vendors maintain high standards of security and privacy.

The GCC is embracing artificial intelligence at a pace unmatched in many parts of the world. As nations pursue ambitious digital transformation goals, the regulatory environment is becoming increasingly sophisticated.
